Welcome to the nineteenth issue of The Tenant! Each issue features updates from LATU locals about recent goings-on in their neighborhood. We hope this will foster solidarity and communication across LATU citywide. HOLLYWOOD

The past year defies summary, and it is too soon to fully assess the ways in which our local grew and changed during this period of intense crisis. Since March, Hollywood has been lucky to expand its cadre of dedicated organizers and to see long-term members step up and take on new roles. The tremendous scope of the crisis has put existing approaches to the test, demanding constant experimentation with new tactics and new ways of thinking. Alongside other locals, we have participated in defending against evictions, legal and illegal alike; developed new forms of outreach (puppets! street theater!) and methods of internal organization; and participated in a wider array of actions than ever before (mutual aid, BLM solidarity, socially distanced one-on-one conversations). But while 2020 has forced us to reassess many existing assumptions, it has only made it clearer that landlords, real estate capital, police, and the state form a united front to pillage and dispossess the unpropertied. While the balance sheet remains to be settled, we’ll keep fighting. We abolish them or they abolish us.

Este año pasado resiste el resumen, y es demasiado temprano para poder evaluar las maneras en las cuales nuestra sección creció y cambió durante este período de plena crisis. Desde marzo, Hollywood ha tenido la suerte de expandir su cuadro de organizadorxs dedicadxs y de ver a lxs miembrxs de largo plazo asumir nuevos papeles. El ámbito tremendo de la crisis ha puesto a prueba prácticas existentes, exigiendo la experimentación constante con nuevas tácticas y nuevas maneras de pensar. Junto a otras secciones, hemos participado en defendernos contra los desalojos, tanto legales como ilegales, hemos desarrollado nuevas formas de alcance comunitario (¡las marionetas! ¡el teatro callejero!) y métodos de organización interna, y hemos participado en una variedad más amplia de acciones políticas que nunca antes (el apoyo mutuo, la solidaridad con BLM, las conversaciones individuales socialmente distanciadas). Aunque 2020 nos ha obligado a re-evaluar muchas suposiciones existentes, se nos ha quedado aún más claro que lxs propietarixs, el capital de bienes raíces, la policía y el estado constituyen una frente unida para saquear y desposeer a lxs sin propiedades. SOUTH CENTRAL | SUR CENTRAL

This year reminded us that knowing our rights is not enough. We learned that what we’re building must be strong enough to resist violence from landlords and the state, whether our evictions are “legal” or “illegal.” We learned by necessity how to do rapid response eviction defense, and that we must share what we learn across our movement for it to grow. We are continually learning that we must not let responding to crisis take away from our work of building power. Mutual aid is crucial in building this power, and we want to recenter our work of building TAs. We have worked to build solidarity between unhoused and housed tenants, and been reminded that the binary between the two is false — many of us are moving in and out of houselessness all the time, or living in uniquely precarious and carceral “transitional housing.” We are struggling to overcome the digital divide in our local, and hope to create more informal spaces for learning, relationship building, and sharing joy.

Este año nos recordó que conocer nuestros derechos no es suficiente. Hemos aprendido que lo que estamos construyendo debe ser suficientemente fuerte para resistir la violencia de lxs propietarixs y el estado, ya sean nuestros desalojos legales o ilegales. Aprendimos por necesidad cómo hacer la defensa de respuesta rápida contra los desalojos, y que debemos compartir lo que aprendemos a través de nuestro movimiento para que crezca. Seguimos aprendiendo continuamente que no debemos dejar que responder a las crisis nos distraiga de nuestro trabajo de construir el poder. El apoyo mutuo es crucial en construir dicho poder, y queremos re-centrar nuestro trabajo en la construcción de Asociaciones de Inquilinxs. Hemos trabajado para construir la solidaridad entre lxs inquilinxs con y sin vivienda, y nos ha recordado que el binario entre los dos es falso — muchxs de nosotrxs entramos y salimos de la falta de vivienda todo el tiempo, o vivimos en la particularmente precaria y carceral “vivienda transicional.” Estamos luchando para superar la división digital en nuestra sección, y esperamos crear más espacios informales para aprender, construir relaciones y compartir alegrías.

NELo (NORTHEAST | NORESTE)

This year, we saw our capacity strained in moments when we didn’t take time to prioritize a strategy. Reflecting on that, our own history shows us that tenant power blooms wherever we foster trust in our ability to build an autonomous movement of fighting tenants rather than trying to reform a political system designed to oppress us. In the words of one of our members, “Neighborhood Councils are where activists go to die and burn out in a bureaucratic pile of ashes.” We saw formal committee structures within our local dissolve into more informal, collaborative ones: group chats for rapid response, tenant solidarity meetings, and outreach crawls. With this shift, more people have been able to get involved in a different set of ways, and we feel a need for more space for reflection on our work. We’ve learned the importance of maintaining a physical presence in the neighborhood, either through outreach crawls or through Acción Comunitaria’s weekly food distribution, which has been a vital connection between the different language groups in our local, and a space within which to build community.

Este año, nuestra capacidad sufrió mucho bajo los momentos en que no tomamos el tiempo para priorizar una estrategia. Reflexionando en eso, nuestra propia historia nos muestra que el poder de inquilinxs florece donde sea que fomentamos la confianza en nuestra capacidad de construir un movimiento autónomo de inquilinxs luchadores en vez de tratar de reformar un sistema político diseñado para oprimirnos. En las palabras de unx de nuestrxs miembrxs, “Los Consejos Vecinales son donde van lxs activistas para morir y quemarse en una pila burocrática de cenizas .” Vimos la disolución de las estructuras formales de comités en nuestra sección y su conversión en unas más informales y colaborativas: grupos de chat para la respuesta rápida, reuniones de solidaridad con inquilinxs y caminatas de alcance comunitario. Con este cambio, más gente ha podido involucrarse en diferentes maneras, y sentimos una necesidad de más espacio para reflexionar en nuestro trabajo. Hemos aprendido de la importancia de mantener una presencia física en el vecindario, a través de los paseos de alcance comunitario o a través de la distribución semanal de comida de Acción Comunitaria, la cual ha servido como conexión vital entre los varios grupos lingüísticos en nuestra sección, como un espacio para construir la comunidad.

CANOGA PARK

Over the past year, we’ve adopted a number of tactics in order to build tenant power in our community: rapid response eviction defense, educating tenants of their rights through teach-in, mutual aid, and building capacity through onboarding and weekly organizer meetings. Many of our successes, including the Hands off Kaotar anti-lockout campaign and our eviction defense training, have been thanks to partnering with other organizations. This is an important lesson for the year ahead, and we hope to build more coalitions going forward.

A lo largo sobre el año pasado, hemos adoptado una gran variedad de tácticas para poder construir el poder de inquilinxs en nuestra comunidad: la defensa de respuesta rápida contra los desalojos, la educación de lxs inquilinxs sobre sus derechos a través de reuniones de autoenseñanza colectiva, el apoyo mutuo y la construcción de capacidad a través del abordaje y de reuniones semanales de organizadorxs. Muchos de nuestros éxitos, incluyendo la campaña anti-lockout Hands off Kaotar y nuestro entrenamiento de defensa contra el desalojo, han resultado gracias a nuestra colaboración con otras organizaciones. Esta es una lección importante para el año venidero, y esperamos construir más coaliciones de aquí en adelante.

BLC (BALDWIN, LEIMERT, CRENSHAW)

We closed last year and started this year with five caseworkers and two additional new translators. With tenants’ inability to pay rent and the laws changing almost as we slept, the majority of our meetings have been filled with explaining the new laws, increasingly relying on sharing presentations by other organizations. Over the past year, we formed two new TAs and delivered meals to our seniors. To overcome the tech barrier of our Zoom meetings, we’ve started to update our elderly members over the phone, which has helped keep our local close. Although we didn’t participate in many actions, we were steadfast in our attendance of various meetings: neighborhood councils, Board of Supervisors, and City Council. We have written numerous letters, sent many emails, composed many community impact statements, and filed many community complaints, all in the efforts to push our message forward and to keep the fight alive.

Cerramos el año pasado y comenzamos este año con cinco trabajadorxs de casos y dos nuevxs traductorxs adicionales. Con la incapacidad de lxs inquilinxs para pagar la renta y mientras las leyes cambiándose casi mientras dormíamos, se ha ocupado la mayoría de nuestras reuniones explicando las nuevas leyes, contando cada vez más con compartir presentaciones de otras organizaciones. A lo largo del año pasado, hemos formado dos nuevas asociaciones de inquilinxs y llevado comida a nuestrxs miembrxs de la tercera edad. Para superar la barrera tecnológica de nuestras reuniones por Zoom, hemos empezado a informarles a nuestrxs miembrxs mayores a través del teléfono, lo cual nos ha ayudado a mantenernos cercanxs. Aunque no participamos en muchas acciones, nos comprometimos a asistir varias reuniones: concilios vecinales, la junta de supervisores y el concilio municipal. Hemos escrito muchas cartas, enviado muchos correos electrónicos, compuesto muchas declaraciones de impacto comunitario y presentado muchas exigencias comunitarias, todo con el objetivo de impulsar adelante nuestro mensaje y de mantener viva nuestra lucha.

MID-CITY

At Mid-City, we are currently focused on helping tenants in our area form TAs and plan actions that are effective and self-sustaining. We are still doing casework for individual tenants in crisis, but are also trying to identify situations where tenants face similar issues so that we can put them in contact with one another for potential organizing. Shifting focus towards organizing helps to encourage community among tenants and also helps to encourage participation within our local, with lots of opportunities coming up to discuss ideas and strategy. We have several potentially massive organizing projects looming on the horizon, so for the new year we are going to have to figure out how to organize more quickly and effectively than ever before.

En Mid-City, estamos enfocadxs actualmente en ayudar a lxs inquilinxs de nuestra área a formar Asociaciones de Inquilinxs y planear acciones que sean efectivas y autosuficientes. Seguimos haciendo trabajo de casos para inquilinxs individuales en crisis, pero también estamos tratando de identificar situaciones en las cuales lxs inquilinxs enfrentan problemas parecidos para que podamos ponerlxs en contacto con cada unx para la posibilidad de organizarse. WESTWOOD

The Westwood local has partnered recently with the UCLA (on-campus) Tenants Union for several events, including a ‘Tenants Rights Townhall’ in January. The Westwood local has focused our efforts on beginning to organize & build tenant power in individual buildings where we have members. When safe again, we are also planning on doing resource outreach to our local unhoused neighbors in Westwood at the local park and in the Community.

La sección de Westwood se ha asociado con el Sindicato de Inquilinxs de UCLA (en inglés, the UCLA Tenants Union) para varios events, incluyendo un “Ayuntamiento de los Derechos de lxs Inquilinxs” en enero. La sección se ha enfocado sus esfuerzos en comenzar a organizar y construir el poder inquilino en edificios individuales donde tenemos a miembrxs. Cuando esté seguro de nuevo, planeamos hacer el alcance de recursos con nuestrxs vecinxs sin casa en Westwood, en el parque local y en la comunidad.

EAST HOLLYWOOD

We have had success in having our demands met when we have organized direct actions but often one action is not enough. We have also had success organizing tenant associations and building them so that they are sustainable and remain involved with the union. Along with the Hollywood and North Hollywood locals, we have presented our eviction defense training to multiple other locals and organizations across the U.S. But we have had difficulties filling out the numbers of our rapid response group and have often only been successful in buying tenants more time when faced with legal evictions.

Hemos tenido mucho éxito en hacer que se cumplieara con nuestras demandas después de entablar acciones directas, pero muy frecuentemente una sola acción no basta. Hemos tenido también mucho éxito organizando a asociaciones de inquilinxs y construyéndolas para que sean más sostenibles y para que sigan involucradas con el sindicato. Además de las secciones de Hollywood y el Norte de Hollywood, hemos presentado nuestro taller de defensa contra los desalojos en varias otras secciones y organizaciones por todo el EEUU. Pero también hemos tenido dificultades para amasar los números necesarios para nuestro grupo de respuesta rápida y frecuentemente sólo hemos logrado comprarles a lxs inquilinxs más tiempo mientras enfrentan los desalojos legales.

WESTSIDE

Our local has provided a lot of individual support for tenants in crisis, showing those who attend several meetings that landlord abuse of tenants is widespread and systematic, not an aberration, and that legal solutions are often inadequate and individualistic. We want to do more to encourage those who come to us in crisis to look for collective solutions, with their neighbors and with us. One of our big successes was strategically using a bureaucratic tool to prevent displacement: filing an appeal to stop a hotel conversion that was ultimately prevented.

Nuestra sección a ofrecido mucho apoyo individual para lxs inquilinxs en crisis, mostrándoles a lxs que asisten varias reuniones que el abuso de lxs inquilxs por parte de lxs propietarixs es extenso y sistemático, no una aberración, y que las soluciones legales son frecuentemente inadecuadas y individualistas. Queremos hacer más para alentar a lxs que vinen a nosotrxs en momentos de crisis para buscar soluciones colectivas, con sus vecinxs y con nosotrxs. Uno de nuestros grandes éxitos fue el uso estratégico de una herramienta burocrática para prevenir el desplazamiento: la presentación de una apelación para detener la conversión de un hotel que fue últimamente prevenida.

VyBe (VERMONT y BEVERLY)

Like every local we had a huge wave of new people at the beginning of the pandemic. We realized that we didn’t have enough structure to organize with all of those people effectively, especially through Zoom, so in early fall we created a committee structure and that has helped us divide our work better and bring new members in. We hold a weekly Q&A session where tenants who want to fight can get questions answered, and once it is safer we will do outreach crawls again. We also have a number of newer organizers, both inside and outside K3 buildings, involved in the cross-local fight against K3.

Como todas las secciones, recibimos una gran ola de nueva gente al comienzo de la pandemia. Nos dimos cuenta de que no nos bastaba nuestra estructura para organizar a toda esa gente de una manera eficaz, particularmente a través de Zoom, así que a comienzos del otoño creamos una estructura de comité, lo cual nos ha ayudado mucho en dividir mejor nuestro trabajo y en recibir a nuevxs miembrxs. Tenemos una sesión semanal de preguntas y respuestas donde lxs inquilinxs que quieren luchar pueden resolver sus dudas, y una vez que sea más seguro, haremos más alcance comunitario. También tenemos a varixs nuevxs organizadorxs, tanto dentro como fuera los edificios K3, que están involucradxs en la lucha inter-seccional contra K3.

NORTH HOLLYWOOD

Our efforts at reaching Spanish-language-dominant members through in-person meetings, canvassing, and flyering have been fruitful. We’re building capacity for rapid response eviction defense with special trainings in collaboration with other locals and organizations. We’d like to get better at organizing communities in areas where we are planning an illegal eviction defense.

Nos han resultado muy exitosos nuestros esfuerzos para alcanzar a lxs miembrxs hispanohablantes a través de reuniones en persona, las solicitaciones y la diseminación de volantes. Estamos construyendo nuestra capacidad para la defensa de respuesta rápida contra los desalojos con entrenamientos especiales en colaboración con otras secciones y organizaciones. Nos gustaría mejorar nuestra organización comunitaria en áreas donde planeamos defensas contra desalojos ilegales.

UNION DE VECINOS–EASTSIDE | UNIÓN DE VECINO–LADO ESTE

Our Michigan Heights TA got together to do a cleanup of their building. The building has been completely neglected throughout and before the pandemic and it was time to end that. The result was a modest physical change but a revolutionary change in our own relationship to ownership over our homes and our relationships to our neighbors. We maintain these homes. These homes are ours. Our 2nd Street TA also came to support with the cleanup efforts as we are also preparing for an action there. The 2nd Street TA will be doing a mutual aid food distribution and assessing their own units for the types of repairs that they need to do in their building.

La Asociación de Inquilinos de Michigan se reunió para hacer una limpieza de su edificio. El edificio ha estado completamente descuidado durante y antes de la pandemia y fue hora de arreglarlo. El resultado fue un cambio físico modesto, pero un cambio revolucionario en cuanto a nuestra relación a nuestra titularidad sobre nuestros hogares y nuestras relaciones con nuestrxs vecinxs.
